Bihar spend in 5 years,it did in Gujarat in 50 years.

NEW DELHI: An exercise in progress on the Planning Commission, sets the ambitious growth agenda, stripped of Bihar. Its total spending plan for the 12 year plan (2012-17) to Rs 2.69 lakh crore is more than a state of rapid growth like Gujarat has happened in the last 50 years.

The projected expenditure of Bihar in the next five years will be the third highest among all states, next only to Andhra Pradesh and Maharashtra.The increase in plan costs Bihar is over 350% during the plan period 12, with its GDP grow by 13%. The projection seems realistic because during the 11 th Five Year Plan, Bihar's economy expanded an average of 12% when all other states grew in single digits, including Gujarat (9.6%) and Maharashtra (8.6 %).


Total expenditure plan of Gujarat for 12-year plan, is projected at Rs 2,51,000 crore, double what had happened in the past five years (RS 1,28,500 crore). Between 1961-2011, the expenditure of Gujarat, the plan was Rs 2,30,256 crore.

Currently, states are committed to the Planning Commission for approval of its expenditure for the 12 year plan. Most states have projected expenses and how they raise these resources, it is estimated that borrowing and demand for the central contribution.

Bihar has agreed to fund a significant portion of their spending enormous, Rs 1.60 lakh crore or 59% of total investment during the 2012-17 plan, through its own resources and 20% through loans and remaining 21% or Rs 56,394 crore through the center contribution.


This may not be an unrealistic goal, given the track record of resource mobilization in Bihar. During the 11th Five Year Plan (2007-12), Bihar funded 54% of total spending plan through their own resources, while its debt was set at 21% and central contribution was only Rs 18.822 million rupees or 25% of total expenditure. Other parameters also, Bihar has worked well. The state's fiscal deficit was 2.9% versus 5.7% of the Centre in 2011-12.

Andhra Pradesh ranks first among the states with higher spending in the plan projected by 3.73 lakh crore rupees for the period 2012-17 plan. Maharashtra is the second place with 2.75 lakh crore rupees. Rajasthan, the largest state in terms of area, has projected his plan of Rs 1.94 lakh expenditure in rupees crore just under 1.95 million lakh rupees Karnataka.


Bihar is betting on a revolution of the rainbow, with the goal 7% increase in agricultural production to achieve its growth target, while continuing its focus on infrastructure development and industrialization. A metro network Delhi to Patna the capital and a new airport are some of the initiatives planned infrastructure development the state has in mind.
