End a bitter seven rows months between the two nations, Clinton issued a statement Tuesday in which he reiterated the United States "deep regret" and said "sorry for the loss suffered by the Pakistani army" in the attack led to U.S. relations and Pakistan's all-time low.
After the apology, Pakistan agreed to reopen supply routes for NATO in Afghanistan, which had closed in retaliation for the attacks.
The New York Times cited people with knowledge of the process, saying that Clinton began working on drafts of the statement several weeks ago.
